State and Local Interagency Coordinating Councils

The Pennsylvania State Interagency Coordinating Council (SICC) is a 15-member advisory board of parents, Department of Education, Public Welfare, and Health professionals, and others who are appointed by the governor. The Philadelphia Interagency Coordinating Council (PICC) is a group of parents and professionals who work together to ensure that all children and families in need of early intervention services are identified and receive needed services.
