The Systems of Care
The Philadelphia Department of Behavioral Health and Mental Retardation Services consists of the Behavioral Health System and Mental Retardation Services. The components of the Behavioral Health System are:
- Office of Mental Health (OMH),
- Coordinating Office for Drug and Alcohol Abuse Programs (CODAAP), and
- Community Behavioral Health (CBH).

Mission of the Behavioral Health System (BHS):
To support people in an environment of recovery, with a focus on prevention, wellness and self determination in order to facilitate the realization of goals and the attainment of the highest quality of life possible. Our work with consumers/clients, families and providers will be to assure that services are accessible, effective, appropriate and of high quality. We have a fundamental commitment to developing a system of care that is data driven, employs evidenced based practices, increases cultural competence and eliminates health care disparities. This integrated system of care will attend to individual needs and preferences and will function in collaboration with a broad range of stakeholders.
Mission of Mental Retardation Services (MRS):
The mission of MRS is to create, promote, and enhance the supports and services available to individuals with mental retardation. Individuals will have access to quality supports and services that foster:
- choices in their everyday lives,
- meaningful personal relationships with friends, family, neighbors,
- presence and participation in their communities, and
- dignity and respect as valued citizens of Philadelphia.
